Recorded 2026-10-01. Phase 7 was admitted on 2026-06-29 by #67 (9247104, "close — bump contracts, admit Phase 7") and re-opened on 2026-07-06 for 7d. Its sub-phases have close records (phase-7a-close … phase-7d-a-6-close), but no decision doc recorded the phase opening. petrova derives a repo's phase from phase-N-open / phase-N-close decision docs ahead of MILESTONES.md. Sub-phase slugs such as phase-7a-close deliberately do not count as phase boundaries (petrova-codes cli/src/phase-slugs.ts), so the fleet has reported rocky-hq as Phase-5, closed. This file records the opening that already happened. It decides nothing new.

Decision

None new. Phase 7 has been open since 2026-06-29, per MILESTONES.md § Phase index and the "Active phase" line. 7a through 7d-A-6 are closed. 7d-A-6-4 and 7d-C remain queued, with 7d-C blocked by Phase 6b.
